The House of Representatives Committee on Justice conducted an ocular visit in the New Bilibid prison in Muntinlupa City on Thursday, October 23, 2014
Hon. Niel C. Tupas, JR. of the 5th District of Iloilo chaired the committee that tackled the implementation of RA 10575 also known as “Bureau of Corrections Act of 2013.”
The committee also seek to “see for themselves” the real situation of the inmates in the maximum security, medium, and lowest security.
“That is the main reason why we are here, to see what are their conditions and what are the things needed for improvement,” said by Tupas.
It was discovered in the hearing that the said act has not been implemented since the passing of the bill.
Issues about illegal drugs coming in and out of the prison, prostitution, and guidelines of the kubols—inmate’s cell—were also undertaken in the meeting.
Low and medium security, maximum security off-limits
Members of the media were toured in stringency in the low and medium security facilities that includes only the recreation zone and the conference area where the artworks of the inmates were displayed.
“Wala naman kaming magawa dito, kaya nag pipinta nalang. Ako, 1992 ng mapunta ako dito—bale 22 years na,” We have nothing to do here, that’s why, as for me, I just paint. I was here since 1992, that’s a total of 22 years to date, said by one inmate.
In the low security prison, a free medical check-up for the elder prisoners occurred.
However, media weren’t given a chance to enter the maximum security area because of safety issues.
